Policies may be defined in a variety of ways. Some policies are made at national or regional level by the Department of Health and Social Services. Statutory Social Services Departments, and voluntary organisations make their own policies. Within these agencies, policies are applied or ‘translated’ by middle managers, and by particular teams and units. In some cases policies are clearly defined in writing (for example, procedure for drugs management within residential homes) In other cases there are areas recognised as requiring a clear mandate from managers even though no written policy may exist (for example, typically sex education for people with learning difficulties).
